＜文法の知識7＞―辞書に示されているutilitiesの意味ー
Utilityを辞書で調べて見て下さい。「公益事業」とか「ユーティリティー」とか書いてあります。その後に、電気・ガス・上下水道・交通機関など、と注がついています。「～など」と書いてありますが、これはどう解釈したらよいのでしょう。上の文中にはpower utilitiesとあります。そして内容が原子力発電所のことですから、この場合は、「電力会社」になり、もしガス供給の話が出ていたら、「ガス会社」になるという意味なのです。ただし、NHKニュースを聞き続けて10年以上になりますが、「電力会社」として使われた場合が一番多かったという印象です。

前政権との約束で、消費税引き上げは、景気が上向いていれば、必ず実施するであろうという期待があります。果たして、景気は７月現在でも上向いています。しかし、一方で、せっかく景気が上向いているのに、消費税を引き上げれば、その傾向に水をさすことになるという懸念を表明している人たちもいます。安倍首相もそのことを一番心配しているようです。次の英文を読んで、下の設問に答えましょう。
Prime Minister Shinzo Abe says he will decide how to proceed with a controversial sales tax hike after considering the impact it will have on Japan’s nascent economic recovery. He told reporters he plans to make a decision before the October Diet session.
The 5-percent tax is due to be raised in two phases. It is scheduled to go up to 8 percent next April, then up to 10 percent in October 2015. But Abe has indicated he may diverge from the plan. He told reporters he will weigh the need to pull the nation out of deflation and spur economic growth against demands to restore fiscal health. He said he will also ask experts to study what would happen if he revised the timing and size of the hike.
Some advisers to Abe have proposed he consider raising the tax in smaller increments of one percent annually, or postpone the increase for two or three years. Finance Minister Taro Aso wants to go ahead with the increase as scheduled. He says Japan should honor its pledge to the international community. (July 29, 2013)

<リスニングのコツ7>―アナウンサーも抜かすことがある？ー
英語教師の習性でしょうか、英文を聞いていても「文法的に正しいかどうか」は常に頭をよぎっています。今回は、trainのすぐ後にderailedを聞いた時、「関係代名詞がない！」
と頭の中で言っていたのを思い出します。だから、これでは文を成さないと思ったのです。そしてWebsite記事を見た時、ほっとしたのです。記事にはちゃんと関係代名詞のthatが入っていたのです。実際にはかすかに言っていたのかもしれませんが、私の耳にはきこえなかったのです。こういうことがあることも覚えておきましょう。
