Prime Minister Shinzo Abe says he will boost the powers of the Reconstruction Agency to slash bureaucracy and speed up reconstruction of Japan’s disaster-hit northeast. But doubt remains about how the agency will coordinate with other ministers and agencies in carrying out the complex task.
Abe has said reconstruction from the 2011 disaster is one of his administration’s top policy priorities. He visited Fukushima Prefecture last Saturday to inspect the damaged Daiichi nuclear power plant. Abe also spoke with people living in temporary housing.
Abe told reporters that reconstruction activities are divided among ministries and agencies. He said bureaucracy is slowing the work. Abe said he wants to strengthen the powers of the Reconstruction Agency to speed up the decision-making process. About 300 officials are working at the agency to coordinate rebuilding and develop legal systems for post-disaster reconstruction.
The government says it will concentrate authority in the agency for planning decontamination work and bringing nuclear evacuees home. (January 3, 2013)

＜リスニングのコツ１＞―先入観は大敵―
アルジェリアについては全く知識がなかったのです。そのためか、リスニングの段階でで「おかしい」と思いつつ書いていました。arrive at in…というふうに。そして、Website上でも、arrive at In…と見えました。しかし、一度目の書き取りではatを外して、arrive inとしました。そして、日本語のウェブサイトで見てびっくりしたのです。InAmenasというのは地名で、Inはその地名の一部だったのです。これには正直いって驚いてしまいました。「知らないことは調べてから」という大原則をすっかり忘れていた好例です。みなさんもぜひ気をつけて下さい。

英語のニュースでは文法的に難解な構文のものはあまりありませんが、提案を表すproposeやsuggestなどの動詞の後に続くthat節（ただし、現代英語ではあまりthatが使われず省略されることが多い）の動詞には注意をして下さい。the issueの前にthatが入ることもあります。そして、その後がイギリス英語ではshould be shelvedとなる場合もあり、米語ではこの文のようにshould のない「原形不定詞」の形が一般的です。
