Former Osaka Prefectural Governor Toru Hashimoto beat incumbent Kunio Hiramatsu in Sunday’s Osaka City mayoral election.  His political party, the Osaka Restoration Association, also won the governorship, which was vacated by Hashimoto’s resignation.

Hashimoto is calling for the consolidation of large local governments in the Osaka area to create a more efficient administrative structure, similar to Tokyo.

Osaka is Japan’s second largest business center.

Hashimoto became Osaka prefectural governor at the age of 38 in 2008.  He was the youngest governor in the country at that time.

While in office, he took bold steps to cut the deficit of the prefectural government, and formed the Osaka Restoration Association to reform the prefecture’s political system.

He resigned the governorship at mid-term, saying he needed the power of the Osaka City mayor’s office to push his reforms forward.

He and party colleague Ichiro Matsui won the mayoral and gubernatorial elections respectively, against candidates backed by the Democratic Party of Japan, the Liberal Democratic Party and the Communist Party.

They are likely to cooperate to restructure and integrate the area’s political system.
