＜リスニングのコツ8＞―リスニングにも文法知識が役立つー
今回の問題は最初の書き取りでcontinueの後にthere is steep declineと書いたことに原因があります。でも問題はすぐに解決しました英文法の知識が役だったからです。continueの後にthere is構文は続かないという知識がすぐに思い浮かんだのです。さらにthere’s steepが速い音の流れの中ではtheirとすぐ後のsteepの影響を受け、their steepと酷似だからです。

＜ニュースの背景8＞―ドルの時代の終わり？ー
「基軸通貨」という言葉を聞いたことがあるでしょうか。たとえば、「円高」という問題を把握する場合でも、どこの通貨を基準に円が上がったか、下がったかを言うでしょうか。その基準になるのが基軸通貨ですが、現在は米ドルのその役割を担っています。8月20日現在の円は、ドルとの交換レートはいくらでしょうか。同日の朝日新聞によれば、「円最高値一時75円台」と大見出しを掲げました。つまり、19日の午前中に一時、一ドルが75円95銭で交換できたというのです。東日本大震災後の3月では76円25銭であったので、円がさらに高くなったことになります。しかし、その米ドルの評価が格付け会社の間で少し下がり出したというのです。8月6日と17日の記事を読んで、下の設問に答えましょう。
U.S. credit rating agency Standard & Poor’s says it has lowered its long-term credit rating on U.S. government bonds by one notch to AA-plus from its highest AAA level.
The agency said on Friday it lowered the rating because the deficit reduction plan agreed by the government and Congress is not sufficient.
This is the first downgrade of U.S. government bonds by a major credit rating agency.
The enactment of legislation to raise the government debt ceiling kept the U.S. from falling into the worst-case scenario of a default. But the legislation does not include plans for large-scale spending cuts.
Some investors say the downgrade by S&P could become a factor in destabilizing financial markets, reducing the credibility of the dollar as a key currency and fueling the yen’s rise.
Several analysts are predicting an impact on financial markets on Monday.
U.S. bonds’ loss of the top-notch rating could also have effects on financial markets because China, Japan, and other national governments and financial institutions hold a large amount of U.S. Treasuries.
Other major credit rating agencies—Moody’s Investors Service and Fitch Ratings—say they will keep their U.S. Treasury ratings unchanged at the safest levels. (August 6)
One of the world’s three major credit rating agencies, Fitch, says it will keep the top, triple A credit rating for the United States.
The London and New York-based firm announced on Tuesday that the U.S. has a stable outlook.
The agency’s affirmation contrasts sharply with Standard and Poor’s first-ever U.S. downgrade on August 5th. The move caused volatility in global markets.
Fitch says the United States continues to play a pivotal role in the global financial system. It also says the U.S. maintains monetary and exchange rate flexibility, which further enhances its capacity to absorb and adjust to economic shocks. The other major agency, Moody’s Investors Service, said on August 3rd that it will maintain the U.S. credit rating at the top level, but added that its outlook is negative. (August 17)

＜文法の知識8＞―ニュース報道はことばの経済使用の宝庫―
最近、先進７カ国の財務担当大臣と中央銀行総裁が集まる会議が増えました。The G7 finance ministers and central bank governorsと言います。今回のニュースでそれをまとめる表現が初めて登場しました。Finance chiefs of the Group of Sevenという表現です。財務大臣は財務省のトップ、中央銀行総裁も金融機関のトップ。いずれも金融(finance)部門のトップ。
それをまとめてfinance chiefsと表現したわけです。出来るだけ短く、ただし意味は的確に言わなければならないとするニュース報道の鉄則は守らなければなりません。なるほどと思いました。
