北朝鮮はリーダーが交代してからも前のリーダーと新しいリーダーとは基本路線は同じであることを強調しているが、少しずつ違いが出ています。先回同じようなことが起こった時、北朝鮮は「人工衛星を打ち上げる」と言っておきながら、結果は軍事的目的の「長距離ミサイル打ち上げ」であったのです。ただし、先回と異なるのは「そんなに疑うならば、一度打ち上げ式に来て自分の目で確かめたらどうですか」と言わんばかりに、日本の場合は宇宙航行研究開発機構に招待状が来たことです。次の英文を読んで、下の設問に答えましょう。
Japan’s space development agency has received an invitation from North Korea to attend its satellite launch later this month. Japan Aerospace Exploration Agency Officials were handed the invitation by members of the Tokyo-based General Association of Korean Residents on Monday. The invitation was sent under the name of the North’s Korean Committee for Space Technology. It calls on JAXA officials to visit the launch site in Cholsan County, Pyongan-pukdo. The North Korean association says it hopes for a reply by Thursday. JAXA official say they will discuss the offer with the supervising Science Ministry. But the ministry says the space agency may have to decline the offer as it may be seen as approval for the launch. North Korea intends to launch a rocket carrying a satellite between April 12th and the 16th. The country’s state-run Central News Agency says international experts and journalists have been invited to witness the launch. North Korea has also sent an invitation to officials from the U.S. National Aeronautics and Space Administration. Japan’s Science Ministry thinks the North is inviting foreign specialists to witness its achievement in order to evade international criticism that the launch is, in fact, a long-range missile test. ＜文法の知識4＞—要求を表す動詞に続くthat節—
英語の文章では、要求を表すdemandやrequestに続くthat節の中では仮定法現在、つまり動詞の原形か、should +動詞の原形という形が使われます。上の例では主語がJapanですから普通の文であれば、shoulderに三人称単数現在であれば（-s）がつくはずですが、ここではそれがついていません。先ほどの規則があるからです。命令や判断を下すorderにも同じような傾向があります。

＜リスニングのコツ4＞—and とinが同じ？ー
久しぶりに間違えたケースです。South Sudanの前のinが聞き取れませんでした。原因はandがいつも/әnd/と聞こえないからです。特に、最後の/d/が発音されない場合は多いのです。逆に、inが/әn/と発音されることがあるのです。こういう時には、「意味を考えて」とアドバイスをすることは簡単なのですが、内容的に馴染みがない場合はそれもお手上げになる時があります。実は、このようなケースは何度も間違えてきたので、最近はあまり間違えることがなかったのですが、日本、世界のニュースを報道する番組の中では、自分に馴染みのないものも含まれ、今回はその注意ができなかったためにおかしてしまった間違いなのです。
