＜文法の知識3＞—代名詞のone—
もちろん、oneには「一つ」を示す意味もありますが、上の文中のoneはその意味ではありません。a ballistic missileを示す代名詞です。英語では言葉の反復を避けるためにこういう工夫を示す。ただし、oneを使える時は限られています。
数えられる名詞で、不特定多数の中の一つを示す状況でなければいけないのです。もっと簡単な例で示しましょう。書く道具を借りる場合を想定してみましょう。A: Do you have something to write with? と一人が聞きます。B: Yes, I ‘ve got some ball point pens. Here’s one for you. この場合のoneはa ball point penを表す代名詞です。

日本では昨年東日本で大震災が起こり、福島原子力発電所も被災しました。「国難」と認識し、その対策本部を作った菅直人首相は当然のことながら、多くの会議を開き、真剣な討議が行われたはずですが、現在になってそういう会議の議事録があまりないことが分かってきました。それに対して、日本よりもテロに対する警戒心の強いアメリカは日本に住む米国人の安全確保のためか、米国の原子力規制委員会では詳細なやり取りがあったようで、その時に議事録を最近開示しました。日本は災難のおひざ元であるがゆえに「議事録が取れなかった」のか、対岸の火事の被害者をいち早く見つけ出し、救助しようとするためか、膨大な議事録を残した米国との差は一体何を意味するのでしょうか、次の英文を読んで、下の設問に答えましょう。
The head of the U.S. nuclear regulator has praised the recent disclosure of its minutes showing how it handled the Fukushima nuclear accident.
In an interview with NHK, the Chairman of the U.S. Nuclear Regulatory Commission, Gregory Jaczko, referred to the 3,000 pages of transcripts released last month. The minutes cover the panel’s conferences over 10 days from March 11th last year following the nuclear accident.
Jaczko sais the documents are an important historical record, allowing people to examine how the Commission responded to the accident and how it can better do its job.
In the minutes, senior members of the commission called for a 50-mile – or 80-kilometer – evacuation radius from the plant immediately after the disaster. The U.S. government subsequently issued that evacuation advisory for its citizens. But Japan’s government issued an evacuation order for just 20 kilometers.
Jaczko said it is important to put protocols in place so that information is not only better shared between the United States and Japan but also with all nuclear regulators.
At a Commission meeting last month, Jaczko was the sole opponent among five members to a plan to build the first new reactor in the U.S. in 34 years. Jaczko said that before the plant begins to operate, requirements should be put in place to ensure that the lessons from the Fukushima disaster are fully reflected. (March 8, 2012)
