＜ニュースの背景2＞―復興庁発足ー
もうすぐ3月11日の東日本大震災が起こってから11カ月が過ぎようとしています。そろそろ「復旧から復興へ」という声が高まる中、日本政府は震災からの復興を本格化するために復興庁を発足させました。複数の省庁間の調整を図るのに時間がかかるのを避けて、復興作業を加速させようという目的があるようです。発足の意気込みを読み取ることができますか。英文を読んで下の設問に答えましょう。
The Japanese government launched a new agency on Friday dedicated to promoting the reconstruction of areas damaged by the March earthquake and tsunami.
The Reconstruction Agency will formulate basic policies for the recovery of devastated areas. It will provide grants and set up deregulation zones.
Prime Minister Yoshihiko Noda handed a letter of appointment to Reconstruction Minister Tatsuo Hirano. Hirano said the agency will promote measures to quickly rebuild the disaster-hit areas.
He said the agency hopes to become a control tower for the government’s efforts to revive Fukushima Prefecture, which hosts the damaged Daiichi nuclear plant. Hirano said the agency must deal with harmful rumors and the return of evacuees to the prefecture.
He said afflicted communities should take the initiative in rebuilding areas ravaged by the quake and tsunami. The minister pledged the agency will do its utmost to provide support.
The agency is staffed with 250 personnel. It has its headquarters in Tokyo and bureaus in Iwate, Miyagi and Fukushima, the three most affected prefectures. The agency also has offices in Aomori and Ibaraki.
Noda will hold a news conference later on Friday. He will explain how the government intends to promote the reconstruction. (February 10, 2012)

＜リスニングのコツ2＞―わかっちゃいるけどー
今回も頭の中ではわかっているつもりでも「またやってしまった」失敗を告白します。発音練習でミニマルペア(minimal pair)という対が紹介されることがあります。今回はthoughtとsoughtです。両者は一点においてのみ対立を示しています。最初の音だけが違います。/ø /と/s /が違うだけです。このペアで練習する限りは問題なく識別できるのですが、実際の音の流れの中ではそう簡単ではないのです。thの発音とsの音は明らかに違うのですが、今回、私のノートには最初have sought to agree to …と書かれているのです。もちろん、この箇所を文法的に考えると辻褄が合わないので、それではおかしい、ということになって、それから3度聞き直してやっとare thought to have agreed to …が書き取れました。こういう失敗をしながら、音だけでなく、他のことも視野に入りながら学びが深まるのかもしれません。

＜文法の知識2＞—非制限用法のwhich—
関係代名詞の用法には二つあります。制限用法と非制限用法です。次の二つ例文を読んでみましょう。
(1) He has three brothers who are doctors.
(2) He has three brothers, who are doctors.
形の上からみれば、最初の文の意味は「彼には3人の兄弟がいて、その兄弟が全員医者である」という意味です。二番目の文は、「彼には兄弟は3人いて、その3人が医者である」という意味で、姉妹がいる可能性があります。この一文だけからはわかりません。（,）がある、なしで区別をしています。ただし、音の流れの中では、その区別はあまり明確ではなりません。
そして、今回の関係代名詞whichの説明に移りますが、ニュースの例文は非制限用法であることはわかりますが、その意味はさらに複雑です。前の文の一部を指すのか、全体を指すのかはそれぞれの文によって判断しなければいけません。この場合は、「台湾とチベットの主権」を指しているのです。ちなみに、物を先行詞とする関係代名詞にはthatもありますが、それには非制限用法はありません。
