＜リスニングのコツ1＞―音か、文法ではなく両方が必要ー

　音に頼っているとtakingがまず口をついて出てきました。リスニングは一旦ある音が認識されてしまうと意外にその音の呪縛から脱出することができません。でも文法的に考えると辻褄が合わないのです。そこでその後を書き取ってみるのです。inside…damage…No. 2

と分かってきます。今度は音ではなく、文法的に空白部分（かすかに何かが言われているのはわかりますが、はっきりは聞こえません）を補います。inside the damaged No.2 reactorと意味を成す表現が浮かび上がってきます。video clipの後に来るので過去分詞。takenだったのです。insideのin-がtaken in…となってtakingが口をついて出てしまったのです。

(訳) 2012年で、北朝鮮によって拉致された5人の日本人が帰国して10年がたつ。しかし、日本政府が「拉致被害者」と認定した他の少なくとも12名の人々の行方は依然不明である。

 

＜文法の知識1＞—文法的に正しいものが実際にも使われるとは限らない—

　関係代名詞の用法で、先行詞に人が来た場合、主格ではwho, 目的格ではwhomが使われることは英文法の教科書にのっています。しかし、実際に使われる英語ではその規則が破られることがあるのです。上の例文の二つ目に出てくる関係代名詞whoは文法的に見れば「間違い」になるかもしれません。the Japanese government has recognizedの後にくるat least 12 othersを受けているからです。しかし、現実には文頭、または文頭に近い部分に出てくる場合、主格のwhoが使われることの方が圧倒的に多いのです。これは疑問文の場合と同じです。次のような文と比較して下さい。Who do you know among these boys?　現代英語ではWhom do you know among these boys？と言う方がまれです。

＜ニュースの背景1＞―米国も背に腹はかえられぬー

　「世界の警察」の役割を担う米国にとって軍事力の維持は不可欠のはずですが、現在の財政危機は、その防衛費にも手をつけざるをなくなったようです。1月6日のWebsite newsはその問題に触れています。英文を読んで下の問に答えましょう。

 

   U.S. President Barack Obama has outlined a new national defense strategy that places a greater focus on the Asia-Pacific region and calls for allies to play a greater role in their own security.

   Obama and Defense Secretary Leon Panetta announced the new guidelines during a news conference at the Defense Department in Washington on Thursday.

   The plan downsizes the military and cuts the defense budget by roughly 450 billion dollars over the next 10 years.

   Obama said that despite the overall budget cuts, the U.S. will strengthen its military presence in the Asia-Pacific region.  He also indicated concern over China’s increasing military power.

   Panetta said the U.S. will help allies assume a great role in defending their own territories and interests through diplomacy, development, and security assistance.

   Gary Schmitt, an expert on military strategy in the Asia-Pacific region, believes the U.S. may ask Japan to play a greater role in the East China Sea and South China Sea.  He noted that Japan has expertise in naval warfare, including anti-submarine operations, and may be asked to shift its focus farther south.
