Japan’s government announced that North Korea launched a space projectile before noon on Sunday which passed over Japan to the Pacific Ocean.

Chief Cabinet Secretary Takeo Kawamura said at a hastily arranged news conference that there has been no report of falling objects in Japan and surrounding areas, and no damage was reported in Japan.

Kawamura called the launch very regrettable, making it clear that Japan will lodge a strong protest with North Korea over the matter.

The government said the North Korean projectile was launched at about 11:30 AM and is believed to have flown over high above the Tohoku region, northeastern Japan, about 7 minutes after the launch.

It says Japan’s anti-ballistic missile system did not attempt to intercept the projectile.

Kawamura said it has not been confirmed yet whether the projectile is a satellite or a ballistic missile and that Japan has been trying to gather information in cooperation with the United States and other nations.

He said even if the projectile is a satellite, the launch is a violation of a U.N. Security Council resolution and is a very regrettable matter.  He said Japan will strongly protest it.

The government set up an office to deal with the North Korean rocket launch.  Prime Minister Taro Aso told reporters that he instructed officials to first confirm safety, then collect information and promptly provide the public with intelligence.                                (April 5, 2009)

   Officials of the International Olympic Committee have left Tokyo after touring the city to assess its bid to host the 2016 Summer Games.

   The head of the IOC Evaluation Commission, Nawal El Moutawakel, left her hotel on Monday morning.  Tokyo Governor Shintaro Ishihara and other officials saw her off.

   During their four-day stay in Tokyo, Moutawakel and 12 other officials visited nearly 30 sports facilities and other sites and interviewed the city’s bidding committee.

   At a news conference on Sunday, Mouawakel welcomed Tokyo’s plans for a compact and eco-friendly Summer Games.

   Tokyo is competing with three other candidate cities – Chicago, Rio de Janeiro and Madrid – to host both the Olympics and Paralympics.  The evaluation team already visited Chicago before coming to Tokyo, and will arrive in Rio de Janeiro on Monday next week and Madrid on May 4.

   The result of the inspection will be included in reports to be distributed to IOC members.  They will serve as an important reference when the committee chooses the 2016 host city.  That vote will take place in Copenhagen on October 1 at the IOC’s general assembly.

   Chief Cabinet Secretary Takeo Kawamura told reporters that he believes the IOC officials understood Japan’s enthusiasm about Tokyo hosting the Games.  He cited the government’s commitment to offer financial support, the bidding committee’s emphasis on giving consideration to environmental matters and the concept of holding a compact Olympics.

   Kawamura said the IOC was impressed by the fact Prime Minister Taro Aso was himself an Olympian.  Aso, who took part in the shooting event at the 1976 Montreal Olympics, met the IOC team and expressed his financial commitment for Tokyo’s bid.

   Kawamura said the basic survey has been done by the IOC and he added the task from now on is how to further boost Tokyo’s image as a host city.

＜リスニングのコツ10＞―「ウェイ」と聞こえる動詞は何だ？－

（72）で記されているweighが書けるまでには2日かかりました。というのも最初にノートに書いたのが「衰える」という意味を持つwane。でも文脈に合わない。wayかな。でもその動詞はない。放送された日はあきらめ、次の日、再度テープを聞きながら考えました。

文脈から判断すると「協議する」とか「審議する」という意味ではないかなと判断し、和英辞典を調べてみます。discussとかbe under deliberationしか出てこない。「ウェイ」という言葉を口ずさんでみました。突然weightが思い浮かんだです。ではその動詞は何だ。そう、weighだ！英和辞典を調べてみました。「重さを量る」「～をよく考える」が目に入りました。

こうしてweighingが書けたのです。ただし、他の文脈でこの単語が出てきてもすぐすれを思い浮かべることができるかまだ自信はありません。おそらく、同じように長く時間がかかるかもしれません。でもこのような積み重ねが筆者の「音声辞書」にweigh登録されることにつながるのだと思います。

　リスニングの上達に関して「自分の中の音声辞書に登録する必要あり」と音声学者の松野和彦氏は主張します。ディクテーションを自分の英語学習に取り入れている筆者の経験からすると、それは必ずしも販売用の辞書に登録されているような形で登録することを意味しないように思われます。通訳者がそれぞれ違ったメモの取り方をしているように、個人個人でかなり違うと思います。筆者のリスニングでは、(77)の英文の後半部分は最初全くお手上げ状態でした。were calledの結びつきで、最初workと聞こえてしまったのです。その後、work hardと勝手に連想し、それにoffがくっついた形になってしまいました。「意味をなさない！」となり、「わからん！」と発展してしまったのです。Websiteの記事を読むと能動態で書いてあります。After their leaders called off the protestsと。それを受身に変えてみて初めて“were called off”ではないかと直感し、再度テープを聞いてそれであることが判明したのです。
